PAYMENT 1. PSA Serbilis accepts requests for delivery within and outside the Philippines.

  • LOCAL REQUEST : delivery destination is within the Philippines; PHP 330.00 for one copy of birth, marriage and death certificates, and PHP 430.00 for one copy Certificate of No Marriage Record (CENOMAR). Tiered pricing applies for multiple copies, refer to Payment page.
  • PICK UP AT LBC BRANCH REQUEST : Delivery destination is an LBC branch within the Philippines; PHP 330.00 for one copy of birth, marriage and death certificates, and PHP 430.00 for one copy Certificate of No Marriage Record (CENOMAR). Tiered pricing applies for multiple copies, refer to Payment page.
  • FOREIGN REQUEST : delivery destination is outside the Philippines; USD 20.30 per copy for birth, marriage and death certificates and USD 25.30 per copy for Certificate of No Marriage Record (CENOMAR).
  • GOVERNMENT AGENCY E-COPY REQUEST : Delivery destination is the address of the government agency; PHP 300.00 per copy of birth, marriage and death certificates, and PHP 360.00 per copy of Certificate of No Marriage Record (CENOMAR).
Fees are inclusive of processing, delivery and government taxes, including PHP 30.00 Documentary Stamp Tax (Sections 173 and 188 of the Tax Code, Revenue Memorandum Order 13-2008 and Revenue Regulations No. 4-2018) per copy issued. 2. PSA Serbilis uses the credit card payment facility of PesoPay. Unisys Managed Services Corporation will appear in the credit card statement and in the official receipt(s). 3. It is possible that the fee will be reflected in the requester's credit card statement of account before the document is received.

REFUND AND CANCELLATION After payment is made, requests cancellation can no longer be accepted. PSA Serbilis adopts a NO REFUND and NO CANCELLATION policy for all its services.

ORDER FULFILLMENT 1. Only paid requests shall be processed. 2. All certifications issued by PSA are considered rendered service. All requests submitted via PSA Serbilis and paid through the available payment channels will undergo processing under the Civil Registry System of PSA. Thus, these constitute rendered service, whether requests result to positive issuances or certifications (negative). 3. Returned mail delivery is also considered as rendered service. This includes wrong mailing address provided by requester, resident transferred to another address, and any other related circumstances. 4. For the issuance and release of Civil Registry documents: Only the following are authorized to receive birth certificates:

  • The owner himself or through a duly authorized representative
  • His/her spouse, parent, direct descendants, guardian, or institution legally-in-charge of him/her, if minor;
  • The court or proper public official whenever absolutely necessary in administrative, judicial or other proceedings to determine the identity of a person
  • In case of the person’s death, the nearest of kin
If you are the document owner and you are unable to receive the document, you may authorize a representative to do so on your behalf. Your authorized representative will have to present the following to the courier:
  • Your signed authorization letter/Special Power of Attorney (SPA), stating the facts of the requested documents, number of copies, and purpose.
  • Your valid ID (with photo and signature), including PhilID.
  • The valid ID (with photo and signature) of your authorized representative, including PhilID.
5. For delivery destinations within the Philippines: For delivery destinations within Metro Manila, processing and delivery of paid requests take around three (3) to four (4) working days after receipt of payment; additional 5 to 7 days for areas that are outside of courier's standard serviceable areas. For delivery destinations in other provinces, processing and delivery of paid requests take around six (6) to eight (8) working days after receipt of payment; additional 5 to 7 days for areas that are outside of courier's standard serviceable areas. 6. For delivery addresses outside the Philippines, processing will immediately follow after payment, however, delivery will be dependent on the services of Philippine Postal Corporation (PHLPost). For special courier services through DHL Express, delivery charges shall be to the requester’s/document owner’s account and shall be billed separately and directly by DHL Express.

Unisys Managed Services Corporation is an accredited service provider of the Philippine Statistics Authority (PSA) as a personal information processor as defined under the DPA or applicable privacy law, for the request of PSA Civil Registry Documents by qualified and verified users through the Service The application process, as outlined on the website, has been approved by the PSA and conforms to the policies and regulations of the PSA for the processing of such Personal Data from data subjects. By using the PSA Serbilis services, you agree that you are bound by this Privacy Notice in fulfilling PSA Serbilis transactions - from submission of order, its acceptance, and its fulfillment without exception. If you do not agree to the updated Privacy Notice, you must stop accessing or using PSA Serbilis and its services. By using this Service, the user can request of the following PSA Civil Registry Documents, any other subsequently offered registry documents:

  • Certificate of Live Birth (COLB)
  • Certificate of Marriage (COM)
  • Certificate of No Marriage (CENOMAR)
  • Certificate of Death (COD)
This is an online service integrating a web application with an omni-channel contact centre, third party payment processors, and courier delivery for the request of PSA Civil Registry documents by individuals who are authorized to apply for such documents. The process starts when the user who seeks to apply for a PSA Civil Registry Document logs onto the PSA Serbilis website. The user is asked to agree to the User Agreement and Privacy Notice. If the user does not agree to the Terms of Use and this Privacy Notice, the user will not be able to proceed with the service. After agreeing to both the Terms of Use and this Privacy Notice, the user will proceed to the submission of his order. The collection of personal data begins after the user has indicated the type of document the user wants to order. A secure server, which uses Secure Sockets Layer (SSL) technology, is used when you submit a request for copy issuance of birth, marriage or death records and/or issuance of certificate of no marriage record (CENOMAR), including relevant account information to pay for request/s. SSL encrypts all information before these are received by PSA Serbilis. Customer data collected by PSA Serbilis is protected against unauthorized access.

This information is used to verify and/or match the PSA’s records for purposes of reproduction, issuance, proper delivery of the requested civil registry records, and to properly administer overall customer services including feedback communications and supports Unisys’ processes aimed at providing and enhancing quality services for customers. You must understand that all information that you provide in order to confirm and fulfill a request, or requests, is used to efficiently handle processing, payment and delivery. All the Personal Data collected is necessary to be able to process an application. If any of the above Personal Data per document type is not available, the application may not be able to be processed. Any willful misrepresentation of information to be able to secure a document will be subject to the policies of the Terms of Use and applicable laws.
